5 KIO4 (s) + 2 MnCl2 (aq) + 2 KCl (aq) + 3 H2O (l) → 5 KIO3 (aq) + 2 KMnO4 (aq) + 6 HCl (aq)
This is an oxidation-reduction (redox) reaction:
2 MnII - 10 e- → 2 MnVII (oxidation)
5 IVII + 10 e- → 5 IV (reduction)
MnCl2 is a reducing agent, KIO4 is an oxidizing agent.
